HomeMy WebLinkAboutRESOLUTIONS - 01041994 - 94-41 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on January 4, 1994 by the following vote: AYES: Supervisors Powers, Smith, McPeak':and Torlakson NOES: None ABSENT: None ABSTAIN: Supervisor Bishop RESOLUTION NO. 94/41 SUBJECT: In the matter of supporting the State Route 4/State Route 160/State Route 4 Bypass Interchange Project and recommending Congressman William Baker apply to the subcommittee on Surface Transportation for special authorization Whereas Representative Nick J. Rahall, II, Chair of the Subcommittee on Surface Transportation has advised the Congress that as part of the National Highway System legislation there may be opportunity for authorization of new projects; and Whereas the proposed State Route 4 Bypass extending from the State Route 4/State Route 160 junction in Antioch to State Route 4 south of Brentwood is part of the National Highway System submitted by the Secretary of Transportation to the Congress, and has been identified as a needed regional route for eastern Contra Costa County; and Whereas the proposed State Route 4/State Route 160/State Route 4 Bypass junction would become a major interchange joining three directional routes across Contra Costa, Solano and Alameda Counties: State Route 4 extends through Contra Costa County, State Route 160 extends north into Solano County and the Bypass will extend south to Vasco Road which continues into Alameda County; and Whereas the proposed State Route 4/State Route 160/State Route 4 Bypass Interchange project is the first and largest component of the State Route 4 Bypass project; and Whereas the city and county agencies in Eastern Contra Costa have agreed to implement a regional transportation mitigation fee with the State Route 4 Bypass Project as one of the main improvements to be funded; and Whereas the fee program will provide only enough funding for Phase I of the State Route 4 Bypass Project and that additional funds will be required to construct the ultimate improvements needed; and Whereas it is the intent of the city and county agencies in Eastern Contra Costa to seek federal and state funds to augment the local fee program to fully fund the State Route 4 Bypass project; and Whereas the Contra Costa Transportation Authority has requested Congressman Baker to seek special authorization for this project; NOW BE IT RESOLVED that the Board of Supervisors supports the State Route 4/State Route 160/State Route 4 Bypass Interchange project and recommends Congressman William Baker apply to the Subcommittee on Surface Transportation for special authorization.
