THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: In the Matter of Supporting the Project to Widen State Route 4 from Bailey
Road to Railroad Avenue in Pittsburg and Recommending Congressman
William Baker apply to the Subcommittee on Surface Transportation for
Special Authorization
Whereas Representative Nick J. Rahall, II, chair of the Subcommittee on Surface
Transportation, has advised the Congress that as part of the legislation to designate the
National Highway System,there may be an opportunity to authorize special projects; and
Whereas the widening of State Route 4 for increased capacity and to provide room for
a future Bay Area Rapid Transit (BART) extension into the East Contra Costa County is
important to the economic development of Eastern Contra Costa; and
Whereas in 1988 the voters in Contra Costa County approved an additional sales tax to
fund transportation projects and $500 million of the revenue has been designated for the
widening of State Route 4 and the extension of BART to east county, however, another
$250 million is still needed; and
Whereas the county and the cities in east county have agreed to impose a developer fee
for the improvement of State Route 4, federal and or state participation is still needed;
NOW BE IT RESOLVED that the Board of Supervisors supports this project and
recommends that Congressman William Baker apply to the Subcommittee on Surface
Transportation for special authorization.
