Term Management Strategy )
for San Francisco Bay )
)
The Board of Supervisors of Contra Costa County RESOLVES THAT:
WHEREAS, San Francisco Bay is one of the world's greatest
natural harbors, and
WHEREAS, maritime trade is an important component of the Bay
Region's economic base, and thousands of recreational boaters
actively use the bay; and
WHEREAS, much of the Bay is shallow, and about ten millions
cubic yards of sediment flows into the Bay from upland streams and
rivers each year; and
WHEREAS, it is necessary to regularly dredge Bay navigational
channels, port berths and recreational boating marinas in order to
accommodate the Bay Area's maritime industry and the public's
enjoyment of the Bay; and
WHEREAS, increasing concerns are being raised about the adverse
environmental impacts on Bay water quality, fisheries and other
natural resources caused by dredging and the disposal of dredged
material; and
WHEREAS, the government agencies having principal management
control over Bay dredging and dredged material disposal are the
U.S. Army Corps of Engineers (Corps) , the U.S. Environmental
Protection Agency (EPA) , the San Francisco Bay Regional Water
Quality Control Board (Board) , and the San Francisco Bay
Conservation and Development Commission (BCDC) ; and
WHEREAS, the Corps, EPA, Board and BCDC are working jointly to
develop a Long Term Management Strategy (LTMS) to deal with these
environmental concerns and to formulate a comprehensive long-term
strategy for managing Bay dredging and dredged material disposal;
and
WHEREAS,, it will require about $16 million and four years to
complete the LTMS; and
WHEREAS,, the participants in the LTMS have agreed BCDC should
be responsible for studying upland options and for advancing the
idea of using dredged materials as a resource rather than a refuse
by placing the materials on non-tidal areas where they can re
reused or contribute to the creation of wetland habitat; and
WHEREAS, BCDC is unable to participate in the LTMS at its
assigned level because of a budget shortfall of approximately
$162 , 000 annually; and
WHEREAS, because BCDC permits are required for Bay dredging and
the disposal of dredged material. in the Bay, BCDC's full
participation in the LTMS is critical to the success of this
venture; and
WHEREAS, it would be imprudent to risk the success of the $16
million LTMS because of this shortfall in BCDC's budget;

NOW, THEREFORE, BE IT RESOLVED THAT in order to provide BCDC
with the additional resources it needs to fully participate in the
LTMS, the Contra Costa Board of Supervisors supports efforts
including the appropriation of additional state or federal funding
or contributions from other LTMS participants or the beneficiaries
of Bay dredging.
PASSED, by unanimous vote of the Board Members present on this
22nd day of October 1991.
