THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
DATE: October 15, 1991
MATTER OF RECORD
---------------------------------------------------------------------
---------------------------------------------------------------------
SUBJECT: Formation of CCC Sanitation District No. 6, Martinez
area.
The Board on October 8, 1991 adopted Resolution No. 911659 making
application to the Local Agency Formation Commission of Contra Costa
County to approve the formation of Contra Costa County Sanitation
District No. 6 (Stonehurst) for the maintenance and operation of the
sanitary facilities in Subdivision No. 7091, Alhambra Valley,
Martinez, subject to review and reconsideration on this date, pending
receipt of reports from the Public Works Department, County Counsel
and the Environmental Health Division.
The Board on October 10, 1991 received a petition containing 14
signatures of residents of the area expressing concern and requesting
a public hearing to review the. proposed system. The Board this day
received a report from County Counsel and a copy of a memo addressed
to Supervisor Fanden from the Director of the Growth Management and
Economic Development Agency relating to her concerns with respect to
the provisions of the General Plan. The County Health Officer was
also present to respond to any further questions.
Chairman Powers noted that he had several requests to speak, but
that the matter was placed on the agenda for decision and he therefore
would not be taking public testimony at this time. Supervisor Fanden
noted that Richard W. Smith, 2001 Vaca Creek Road, Martinez, had
requested an opportunity to address the Board in that he had just
learned of the proposed project. Chairman Powers called upon Mr.
Smith for his remarks.
Chairman Powers noted that the proceedings that the Board
approved on October 8, 1991 was to make an application to LAFCO and
that today the Board was to receive reports from County Counsel and
Public Works and the Health Officer and then determine if it wished to
reconsider its previous action.
Supervisor Fanden discussed her concerns with respect to the
proposed project. Supervisor Fanden moved to reconsider the prior
approval and application to LAFCO. The motion died for lack of a
second.
NO FURTHER BOARD ACTION WAS TAKEN.
