HomeMy WebLinkAboutRESOLUTIONS - 11141989 - 89-733 -- - 1-049 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 14, 1989, by the following vote: AYES_ SuF,ervisofs Powers , Fanden, McPeak, Schroder, Torlakson NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 89/ 733 SUBJECT: Provision for Landfill ) Capacity at Specified ) Disposal Costs for ) Alameda County. ) The Board of Supervisors of Contra Costa County RESOLVES that: Alameda County Resolution No. Z-6767 allows for the import of municipal solid waste from Contra Costa County under certain terms and conditions including reciprocal rights for disposal of Alameda County as follows: "Reciprocal capacity shall be provided by Contra Costa County at a price not to exceed the disposal cost at Altamont Landfill as inflated by Exhibit B provisions or resulting from mandated costs attributed to changes in federal or state regulations. This capacity shall be guaranteed in whatever landfill is finally approved and developed in Contra Costa County. This capacity shall be guaranteed to the Alameda County Waste Management Authority and its member agencies upon reasonable notice of its need and without conditions." (Resolution Z-6767, Page 4) . Exhibit B is an inflator/deflator index. The Board of Supervisors wishes to assure the Alameda County Waste Management Authority and its member agencies of its intention to fully comply with the provisions of Resolution Z-6767. Therefore, the Board hereby reaffirms the commitment presently contained in the 1989 revision to the Contra Costa County Solid Waste Management Plan to provide reciprocal landfill capacity at any landfill within the unincorporated areas of Contra Costa County under regulation by the Board of Supervisors upon reasonable notice of need by the Alameda County Waste Management Authority and its member agencies. Such capacity shall be provided without conditions excepting those which relate to public health and safety. Further, the Board hereby agrees to provide reciprocal landfill capacity at its regulated landfill at the rate paid by the municipal solid waste ratepayers within Contra Costa County for Altamont Landfill disposal- capacity- under Resolution Z-6767, as adjusted by Attachment A provisions or resulting from mandated costs attributed to changes in federal or state regulations.
