Cisterman, Director of Personnel Costa DATE: County October 24, 1989, SUBJECT: Abolishing Additional Positions in the Health Services Department SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RESOLUTION NO. 89/ 706 The Contra Costa County Board of Supervisors, in all of its capacities as the governing body of this County and of the districts and agencies of which it is the governing body, RESOLVES THAT: 1. The Board has considered the financial impact of reductions in funding due to reduced state and federal funding and reduced tax receipts and other revenues, the impact of increased funding requirements, the resultant impact on capital projects, and the staffing reorganization necessary for the efficiency of County government operations, and has considered the budget reduction and staff retention plans submitted by department heads. 2. In order to keep expenditures within available funding or to keep staff- ing at the level necessary for efficient operations, it is necessary to reduce hours and abolish the positions listed below for reasons of economy, lack of funds, departmental reorganization, or because the necessity for the position(s) involved no longer exists, and to lay off employees accordingly. This position action shall be effective close of business October 31, 1989. Abolish: Mental Health Treatment Specialist-Level B (VQXA) position #54-0291 - Full-time (vacant) Reduce hours: Mental Health Treatment Specialist=Level C; (VQXA) position #54-1028 from 30/40 to 20/40 (VQXA) position #54-1187 from 40/40 to 20/40 3. The Director of Personnel shall prepare lists showing the order of layoff of affected employees. 4. The head of the department in which such positions are abolished shall issue layoff or displacement notices, as the case may be, and give notice to the affected employees of the Board's action. 5. The Employee Relations Officer shall give notice of this Resolution to the recognized employee organizations representing affected employees.
