EM-1 AND ITS ZONES A AND B. The Board of Supervisors of Contra Costa County Resolves That: 1 . It is proposed to form a county service area under the terms of Chapter 2 .2 (the "County Service Area Law" - Government code 56 .25210.1 ff . ) including as its territory all of the unincorporated and incorporated territory contained within Contra costa County. All of the cities within the County have adopted resolutions consenting to the inclusion of their territory within the service area. 2. The name proposed for the area is "County Service Area No. EM-1" (CSA EM-1) . 3 . The type or types of extended county services to be provided within the area are emergency medical services (including ambulance, paramedic, trauma, disaster and related training and equipment needed for these services) on a countywide basis both within and without cities. 4 . The funding for the Service Area is to be from benefit assessment charges obtained from those benefiting from the facilities and services and from user fees in accordance with Gov.C. SS 25210.66a and 25210.77a. Except where funds are otherwise available from such benefit assessment (service) charges, a tax sufficient to pay for all such services will be annually levied upon all taxable property within the area as limited by Section 5 of this resolution. 5. No appropriation limit is proposed to be established for this area since it is not presently anticipated that any proceeds of taxes will be expended in support of it. For this reason, pursuant to Gov. C. S 56842, the Board of Supervisors does not propose that this area (upon its establishment) will assume any specific services now funded by the "proceeds of taxes" . Therefore, there are no property tax revenues that are subject to the property tax exchange provisions of Gov.C. S 56842. 6 . On August 22, 1989, it adopted a Resolution (No. 89/571) of Application to the Local Agency Formation Commission (LAFCO) for approval of this proposed new service area. LAFCO approved this proposed formation on October 11, 1989 . 7 . Concurrent with the formation of CSA EM-1, it is proposed to form Zones A andB of- CSA EM-1. Zone A will consist of all of the territory within the San Ramon .Valley Fire Protection District, the Tassajara Fire Protection- District and the City of San Ramon. Zone B will consist of all of the remaining territory within Contra Costa County (and CSA EM-1 ) not within Zone A as described herein. B. NOTICE IS HEREBY GIVEN that a hearing on the proposed formation of CSA EM-1 (and its Zones A and B) will be held on November 28, RESOLUTION NO. 89/692 'f 1989, at 11:00 a.m. , in the chambers (Room 107) of the Board of Supervisors, 651 Pine Street, Martinez, California. At the time of hearing, the testimony of all interested persons or taxpayers for or against the establishment of the area, the extent of the area or the furnishing of specified types of extended services will be heard. 9 .
