HomeMy WebLinkAboutRESOLUTIONS - 10031989 - 89-653 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted .this Order on October 3, 1989 by the following vote : AYES: Supervisors Powers , Fanden, Schroder and Torlakson NOES: None ABSENT: Supervisor McPeak ABSTAIN: None RESOLUTION NO. 89/653 SUBJECT: Resolution of Support for) San Pablo Ave. Projects ) as a Demonstration of the) Freeway Reliever Concept ) WHEREAS I-80 in Contra Costa County is very congested during the peak hour; and WHEREAS San Pablo Avenue can be improved by: o Grade separation of the northbound left turn movement from 23rd Street to San Pablo Avenue and widening of San Pablo Avenue in the intersection or grade separation of northbound and southbound through movements on San Pablo Avenue; o Signalization of the intersection of San Pablo Avenue and John Muir Parkway; o Realignment of San Pablo Avenue at Willow Avenue to form a ninety-degree intersection, and signalization of the intersection; and o Signal interconnection and coordination over an eight-mile section of San Pablo Avenue. WHEREAS these improvements would enhance traffic flow and capacity at three major bottleneck locations along San Pablo Avenue, 23rd Street, John Muir Parkway, and Willow Avenue at a total cost of $6-12 million, increasing the peak hour capacity in the peak direction by 400 to 500 vehicle per hour; and WHEREAS the Metropolitan Transportation Commission (MTC) , the regional transportation planning agency for the Bay Area, is an advocate of increased transportation funding for the Bay Area as well as flexible transportation funding at the state and federal levels; and WHEREAS MTC has studied San Pablo Avenue in Contra Costa County and identified cost effective improvements to the corridors; and WHEREAS there is currently insufficient financial resources to construct all of the needed improvements; THEREFORE BE IT RESOLVED that the County of Contra Costa endorses the concept of improving San Pablo Avenue embodied in the Project Study Report prepared by MTC, and the pursuit of full funding of the improvements as a demonstration of the freeway reliever concept.
