THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on January 31, 1989 by the following vote:

SUBJECT: Continuation of the Delta Ferry Authority Service
Supervisor T. Torlakson commented on the funding problems of
the Delta Ferry Service and of his concern relative to the impact
on the agricultural community in the Delta if the ferry service is
discontinued. He spoke on the need to develop a long range plan to
finance the ferry service and whether the County would be willing
to participate on an on-going basis as a contributor in a limited
way to the continued operation of the Delta Ferry Authority Ser-
vice. He proposed a County contribution of approximately $30,000
annually with a portion coming from property tax revenues, and the
remainder from tolls and new and additional assessments on island
property owners that they are willing to explore.
Supervisor Torlakson called attention to the fact that the
Ferry Service will be discontinued February 1, 1989, if there is
not a loan or advance of some funds to allow it to operate for a
two-month period while a funding package is being explored. He
recommended an advance of $17 , 000.
M. Kubicek, Assistant Public Works Director, explained that if
the Board would advance the $17, 000, this would be repaid from next
year' s revenue for County Service Area M-1. Mr. Kubicek advised
that the referenced advance would allow the Reclamation District
two months to develop a financial plan to keep the Ferry Service
operating.
Supervisor Schroder advised that he would support the recom-
mendation for the advance of $17 ,000 and referred to discussions
over the years with representatives of the Reclamation Districts
and property owners of the County' s desire to phase out its par-
ticipation in the funding of the Ferry Service.
Supervisor McPeak advised that she would reluctantly support
Supervisor Torlakson' s recommendation. She referred to a written
agreement the Board had with the Reclamation District in which the
District agreed to take over the operation of the Ferry Service.
She also expressed concern with the future of the Delta islands and
recommended that this issue be referred to the Finance Committee.
Supervisor Torlakson suggested investigating the feasibility
of soliciting some financial help from the Tri-Delta Transit
Authority.
Supervisor Powers noted that the State operates the bridge
system in the Delta and proposed soliciting the State of Califor-
nia' s interest in participating in the funding and/or management of
the Ferry.
B. Ghiazzi, Delta landowner, (no address given) , spoke on the
impact of the flood of several years ago on the agricultural
community and of the debt incurred to repair damages to the levees .
There being no further discussion, IT IS BY THE BOARD ORDERED
that Resolution No. 89/78 is APPROVED authorizing a loan of $17,000
to County Service Area M-1 to fund the Delta Ferry Authority
Service.
IT IS FURTHER ORDERED that the Finance Committee is REQUESTED
to review possible funding mechanisms for the continued operation
of the Ferry Service.

SUBJECT: Loan to CSA M-1 for Delta Ferry Authority Service
The Board of Supervisors of Contra Costa County RESOLVES that:
Supervisor Torlakson has proposed, in part, that the County
advance ( loan) $17,000 to County Service Area M-1 (CSA M-1) to
thereafter be provided to the Delta Ferry Authority to finance its
continued operation of ferry services within CSA M-1. After
considering the proposal and comments of speakers, this Board
hereby ORDERS, DETERMINES and DIRECTS as follows:
1. The sum of $17,000 is appropriated from available County
general funds to the County Service Area Revolving Fund and shall
be disbursed therefrom (as hereinafter provided) to CSA M-1 to fund
Delta Ferry Authority Ferry Service. Upon approval of the Public
Works Director, these funds shall be transferred from CSA M-1 to
the Delta Ferry Authority for expenditure in accordance with the
purposes of this Resolution, and the Public Works Director ( in his
capacity as interim manager of the Authority) shall ensure that the
Authority' s disbursements of said funds are for the same purposes.
2. CSA M-1 shall reimburse the Revolving Fund from its first
available tax revenues for Fiscal Year 1989-90 or from any other
available funds accruing to the account of CSA M-1 for FY 1989-90,
together with interest at the current rate per annum received on
similar types of investments by the County as determined by the
County Treasurer.
3. As part of its administration of CSA M-1 matters, the
Public Works Department shall ensure that the $17,000 of CSA M-1
funds are provided to the Delta Ferry Authority in a manner which
secures continued Authority Ferry service for the longest 4 .
