Timely Action on the ) RESOLUTION NO. 89/42
Development of a )
Permanent Learning )
Center on the Cowell )
Ranch Site in Contra )
Costa County )
WHEREAS, the California State University system support the
development of a permanent learning center at the Cowell Ranch Site in
Contra Costa County; and
WHEREAS, the California Postsecondary Education Commission approved
the development of the Cowell Ranch Site in December, 1987; and
WHEREAS, the California Legislature and the governor have approved
the Cowell Ranch site as a permanent learning center of the California
State University system; and

WHEREAS, the State of California originally purchased the site in
1969 for the purposes of developing 'a future campus of the California
State University System; and
WHEREAS, when a learning center was developed in Contra Costa
County, Iit was always intended that the permanent facility would be
established on the Cowell Ranch site; and
WHEREAS, the Governor's proposed budget contains $15 million for
initial ' construction and infrastructure development for the Cowell Ranch
site; and
WHEREAS, the new learning center at the Cowell Ranch site is an ,
important and needed resource for .Contra Costa County and for the state;
NOW, THEREFORE, BE IT RESOLVED THAT the Board of Supervisors of
Contra Costa County asks the California Postsecondary Education
Commission to take action at its January 23, 1989 meeting to refer the
matter oto the Legislature and the California State University system;
and I

BE . IT FURTHER RESOLVED THAT the Board of Supervisors of Contra
Costa County urges the legislature to approve all matters relating to
the development of the permanent facility on the Cowell Ranch site.

BACKGROU,D (cont. ) :
Contra Costa County, through the Medically Indigent Adult (MIA)
program,I is the health care provider of last resort for thousands of
residents who are without adequate private coverage. Contra Costa
County is critically dependent on adequate state funding for the MIA
program., Such funding. has not been forthcoming since the state
transferred responsibility for the MIA program in 1982. In fiscal year
88-89, MIA funding from the state is approximately 50% of what the state
had previously been spending to cover that same population prior to the
transfer.
The current crisis in county health care funding cannot be
addressed by Contra Costa acting alone. A regional approach in which
Contra Costa works,.in concert with other Bay Area counties is important
for both educating the public and advising state policy makers about
options for reform.
