SUBJECT: Interim Personnel ) Policies Pending ) Resolution No. 87 -/641 Strike Activities ) On October 13, 1987, this Board declared a strike emergency; implemented Resolution No. 77-680 , as modified; and directed the Employee Relations Officer to offer to meet and confer with every recognized employee organization concerning its action. The County's representatives have met and conferred with recognized employee organizations concerning the Board's strike emergency action and the Employee Relations Officer has recommended that the following policies be adopted in place of the Board ' s October 13, 1987, action. Accordingly, this Board reso;ves as follows : 1. Resolution No. 77-680, as modified on October 13, 1987, remains the County' s general policy with respect to County employee strikes. 2. The implementation of Parts 5 and 6 of Resolution 77- 680 directed by the Board 's action on October 13, 1987, is rescinded. 3 . Given the ongoing and intermittent strike activities by a recognized employee organization and by employees who participate in such activities , the following personnel policies shall be in effect on and after October 13, 1987, „ atut shall_ be suspended as to those days designated by the Employee Relions Officer (County Administrator ) as non-strike activity days: A. All employees are required to be at their regular work stations. B. Management employees--including those in employee representation units--shall report to work to help assure continuance of County services; noncompliance may result in disciplinary action. C. Employees failing to work shall be recorded as Absent Without Leave - Absent Without Pay. D. Employees failing to report to work shall not be allowed to use paid sick leave credits without submitting a written physician's verification of illness, and written approval by the Appointing Authority and the Employee Relations Officer. Employees failing to report for work shall not be allowed to use accrued vacation credits except for vacation time previously authorized in writing. 4 . The Board finds and determines that this Resolution must be adopted on the same grounds as its Resolution on October 13, 1967, because continuing strike activities exist which require its immediate implementation. 5. The County hereby offers to meet and confer with every recognized employee organization concerning the provisions of this Resolution. 6. The Employee Relations Officer is directed to give notice of this Resolution to each recognized employee organization, and provide each such organization an opportunity to meet and confer as soon as practicable, to the extent that the provisions of this Resolution, are subject to meeting and conferring under the Meyers-Milias-Brown Act.
