As The Day Of The Great American Smokeout
In Contra Costa County
WHEREAS, cigarette smoking i,s the largest single preventable cause of
premature disability and death inn our society;
WHEREAS; passive, sidestream smoke has been linked to cancer in non-smokers,
respiratory disease i,n children and compromised neurologic, pulmonary and
cardiovascular functioning Tn non-smokers;
WHEREAS, estimated annual smoking-related health care costs are $11-35 billion
annually and smoking-related lost productivity costs are approximately $65 billion
annually;
WHEREAS, The Great American Smokeout is an effort to encourage cigarette
smokers to give up their habit for 24 hours on Thursday, November 20th;
WHEREAS, many smokers have indicated a wi'llingness to participate in thus
event;
NOW, THEREFORE, BE IT RESOLVED that the Contra. Costa County- Board of Supervisors
joins the American Cancer Society inn designating Thursday, November 20, 1986,
as the day of the Great American Smokeout in Contra Costa County, and in so doing,
urges all cigarette smokers in the community to demonstrate to themselves and
their friends that on this day they can quit. In addition, on this first anniversary
of our adoption of a county-wide smoking. control ordinance, the Board wishes to
recognize the cooperative efforts of the Smoking Education Coalition, American
Cancer Society, American Lung Association, American Heart Association, Department
of Health Services Prevention Program and all 18 cities who participated in making
smoking a priority public health issue in this County.

SUBJECT: The Great American Smokeout
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
Recommendations:
1. ENDORSE support of the Great American Smokeout activities organized by the
Employee Wellness Program on November 20.
2. APPROVE awarding of the prizes for participation in the Great American
Smokeout.
3. AUTHORIZE the Auditor-Controller to disburse up to $300.00 in cash or
warrants to the Personnel Director or designee for prizes or awards to
participants in the Great American Smokeout activities.
Background:
On November 20, the American Cancer Society will celebrate the 10th anniversary
of the Great American Smokeout (11th in California) . The purpose of this
nationwide, annual event is to encourage smokers to give up cigarettes for 24
hours. The desired goal of the Smokeout is to convince smokers to quit smoking
for life after participating in the Great American Smokeout. The successful
County participation in the Great American Smokeout will help work toward the
Board of Supervisors' goal of a smoke-free work environment.
The Employee Wellness Program is organizing the County's involvement in the
1986 Great American Smokeout. A Smokeout Coordinator representing each County
department will assist the Wellness Program to promote the Great American
Smokeout. The goal being to achieve the maximum County involvement.
The Employee Wellness Program has put together a list of prizes to be awarded
to randomly drawn participants of the Smokeout. These prizes will be an
incentive to motivate more smokers and non-smokers to participate in the
planned activities, as well as a way for the County to honor its employees.
The prizes currently planned are:
1. Flower bouquets awarded to randomly chosen smokers and their adopters
participating in the Great American Smokeout.
2. Lunches awarded to randomly chosen smokers and their adopters participating
in the Great American Smokeout.

3. Gift certificates for turkeys awarded to randomly chosen smokers
participating in the Great American Smokeout.
4. Other prizes as may be designated by the Personnel Director.
To make this a successful event honoring County employees, the Employee
Wellness Program encourages the Board's support and approval of funding for the
proposed prizes to strengthen the overall health message to smokers working for
the County.
