Proposition 56 on the November ) RESOLUTION NO. 86/600

WHEREAS, economic studies indicate an estimated six million new
jobs will be created by the year 2000, most of them in service-
oriented industries requiring trained professionals; and
WHEREAS, California is a worldwide leader in higher education,
producing the scientists, doctors, engineers and teachers who help
attract new industry and jobs to California; and
WHEREAS, California' s institutions for higher education, the
University of California, the California State University and the
California Community Colleges, must maintain state-of-the-art instruc-
tional and research facilities to keep up with the demand for skilled
professionals, and to otherwise provide vocational training; and
WHEREAS, enrollment at the campuses continues to increase,
coupled with an increased demand by students for programs in the high-
technology sciences and the need to adapt to that change; and
WHEREAS, nearly all of the 134 campuses in the UC, CSU and CCC
systems need to carry out new construction or renovate existing faci-
lities to keep pace with the current demand; and
WHEREAS, traditional funding for such construction comes from
tidelands oil revenues, which this year have been seriously depleted
due to the cut in oil prices, reducing 1986-87 funds to roughly one
quarter of what was budgeted; and
WHEREAS, Proposition 56 , the Higher Education Facilities Bond
Act of 1986 on the November 4 ballot would provide $400 million in
general obligation bonds to finance new construction and renovation
projects at the various campuses and help fill the gap created by the
reduced tidelands oil revenues; and
WHEREAS, all projects scheduled for completion in 1986-87 have
been approved by the Legislature and the Governor, and are dependent
upon passage of Proposition 56 ; and
WHEREAS, the Contra Costa Community College District would bene-
fit from a proportional share of $35 million in instructional equip-
ment funds provided for in Proposition 56 ; and
WHEREAS, Contra Costa County and its various communities would
enjoy the benefits of continued quality higher education;
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors of
Contra Costa County endorses Proposition 56 on the November 4 ballot
as necessary to maintain quality higher education and to further its
readiness for preparing students in the many disciplines which benefit
our county and the State of California.
PASSED by unanimous vote of the Board Members present on this
7th day of October, 1986 .
