SUBJECT: AMENDMENT TO RESOLUTION NO. ) RESOLUTION NO. 84/655 84/232 , FIXING PAY RATES ) FOR FAD4ILY HOME CARE ) The Specialized Teen Placement Program has been developed pur- suant to the Board ' s Order dated March 30 , 1976 , in the matter of Proposals for Establishment of Two Programs for Care of Dependent Children . The program was amended by Board Resolution No. 80/315 (dated March 25 , 1980) , "Subject : Revised Proposal for Establishment of a Specialized Foster Home Program and Fixing Pay Rates for Specialized Foster Homes" , and is operated in accordance with Resolution 84/232 and subject to County Specialized Teen Placement contract specifications . Resolution No. 84/232 , Fixing Pay Rates for Family Home Care, is Hereby Amended to add the following paragraphs : 2f. Specialized Teen Placement Program Rates : (1 ) Teen Placement Program rates are Family Home rates established by this resolution on April 17 , 1984 . The maximum initial monthly AFDC-FC rate for Probation and Social Service Department placements in specialized teen foster care in Contra Costa County is $752 . The specialized teen foster care rate (AFDC-FC) consists of a basic component established in accordance with the statewide schedule and a "Difficulty of Care" allowance based on each child ' s specialized care needs . ( 2 ) Effective November 1 , 1984 , additional $20 (maximum) increments may be provided by contract at intervals of not less than six months , from county-only funds , upon satisfactory completion of required training up to a maximum monthly rate of $832 per child. ( 3 ) Subject to payment limits pursuant to Government Code 525502 . 4, and in accordance with the above provisions , the Purchasing Agent is authorized to contract with licensed , specialized teen foster care providers to pay for the training noted above and vacation/respite care as follows : a) These contracts shall be limited to Probation and/or Social Service Department place- ments of children ages 12-19, in homes with up to four beds . No more than 18 beds shall be contracted for at any one time . RESOLUTTON 110 . 84/655 000120 g VA, b) In the case of specialized teen foster care contractors providing longterm care, the contracts may make provision for alternate care to be provided to the child(ren) placed in each home to allow each contract home: i ) two days of respite for each full month of care provided up to a maximum of 22 days per fiscal year . No respite days will be accrued during any month in which vacation is taken. ii ) which has provided care for at least six months to receive a maximum of 14 days of vacation during each fiscal year , i . e. , 14 days of vacation (per year ) after six months of care . c) In the case of specialized teen foster care contractors providing respite care only, the conditions set forth in b) above shall not apply. d) Payment for the alternate care of children , during their regular specialized teen foster care providers respite and vacation shall be from county-only funds . Such payments shall be authorized as follows : i ) the maximum allowed for spe- cialized teen foster homes providing respite care may be increased to one-tenth of their monthly rate up to $41 . 50 per day . ii ) specialized teen foster homes providing vacation care shall receive their monthly rate pro-rated on a daily basis . e) All specialized teen foster care contractors shall be required to complete a minimum of 20 hours training each six months until they have successfully completed a total of 80 hours of training. They shall receive a $20 per month per child rate increase , from county-only funds , for each 20 hours of training up to the maximum of 80 hours within two years . 10 . The rates set by Resolution 84/232 and this amendment shall be continuing pending such modifications as may be required by law or determined by this Board. Orig. Purchasing ATTESTED: '7 30j Z?,:F�Z- PHIL BATCHELOR, Cleric of tt•,e Board of Supervisors and County Administrator By , Deputy RESOLUTION NO. 84/ 655 000121 is r THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3446 AUTHORIZING THE HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA TO ACT AS THE SPONSORING AGENCY FOR PARTICIPATION IN THE CALIFORNIA HOUSING FINANCE AGENCY'S MULTIFAMILY REHABILITATION & INFILL NEW CONSTRUCTION PROGRAM BY THE CITY OF PITTSBURG WHEREAS, the California Housing Finance Agency (CHFA) has requested applications from public bodies in a minimum amount of $400,000 for its Multifamily Rehabilitation & Infill New Construction Program; and, WHEREAS, the Housing Authority of the County of Contra Costa is submitting an application for this program and the City of Pittsburg has two projects which appear to be eligible for loan funds under this program and which do not equal or exceed the $400,000 minimum commitment amount established by CHFA; and, WHEREAS, these projects would contribute to the ongoing Housing & Community Development Rehabilitation Program of the City of Pittsburg, the City requests that the Housing Authority be authorized to act as its sponsoring agency for participation in the CHFA program; NOW, THEREFORE, BE IT RESOVLED by the Board of Commissioners of the Housing Authority of the County of Contra Costa, as follows: 1. That upon adoption of an authorizing resolution by the City of Pittsburg, the Housing Authority is authorized to act as the spon- sponsoring agency for participation of the City of Pittsburg in the California Housing Finance Agency' s Multifamily Rehabilitation & Infill New Construction Program; 2. That this authorization shall create no financial, administrative or implementation responsibilities upon the Housing Authority of the County of Contra Costa. 3. That the Housing Authority' s responsibility shall be limited to that required by the California Housing Finance Agency's "Commitment Agreement" and nothing in this Resolution shall be construed to supercede the "Commitment Agreement" or CHFA Program Guidelines.
