Management and finance expertise. The Board intends
to retain policy control over the Health Services
Department and all its operations and is therefore not
contemplating the "transfer of management" of any
"County health facility. Nevertheless, considering the
current financial crisis, even actual transfer of
management of the County's Hospital and Clinics would
not be detrimental to indigents. There will be no
detrimental impact from the award of a management and
financial services contract.
I . The Notice of Public Hearing "Additional Actions" ,
Item 3 proposed the removal of the former Medi-Cal
"Medically Indigent Adults" (MIA's) from the Health
Plan. Services would remain available at, and be
provided by, County Health Services Staff at County
facilities . There would be no detrimental impact on
the health care needs of the County's indigents.
III. If any finding as to an Item herein is held invalid, such
invalidity shall not affect findings as to other Items which
can be given effect without the invalid provision, and to
this end, the invalid finding as to an item is severable.
IT IS BY THE BOARD ORDERED that neither inclusion of a pro-
posed change in a program in the Notice of Hearing, the
holding of a hearing with respect to a change in a program
included in the Notice of Hearing, nor the making of a
finding as to such a change is to be construed as an
admission by the County of Contra Costa or the Board that any
of the program changes covered by the Notice are subject to
the hearing provisions of Health and Safety Code 1442.5.
