Establishing the Contra Costa ) RESOLUTION NO. 83/ 1140
Transportation Advisory Committee )
Supervisor Robert I . Schroder, as incoming Chair of Contra Costa County
Board of Supervisors, established a Transportation Committee of the Board of
Supervisors. The Committee's purpose is to consider issues relative to transpor-
tation and the provision of transportation related services to residents of
the unincorporated areas of Contra Costa County and to consider issues relative
to the County-Public Works Department. Supervisor Powers and Chairman Schroder
were appointed as the first members of the new Board subcommittee.
Supervisor Schroder also indicated a desire to establish a County-wide
Transportation Advisory Committee to consider issues relative to transportation
and the provision of transportation related services to all of Contra Costa
County's residents. This committee, to be made up of elected officials representing
the Board of Supervisors and Contra Costa ' s seventeen cities, could identify
issues, develop priorities, and advocate as a single Countywide group for improved
transportation and transportation services for Contra Costa County's residents.
The Public Works Director subsequently presented detailed recommendation on
the structure and operations of this advisory body and recommended its formation
after extensive discussions with City representatives.
THEREFORE, BE IT BY THE BOARD RESOLVED that the Contra Costa Transportation
Advisory Committee is established within the following specifications.
A. NAME:
This group will be officially designated as the "Contra Costa Transportation
Advisory Committee", or CCTAC.
B. GENERAL PURPOSE/DUTIES:
The Contra Costa Transportation Advisory Committee shall be advisory to
the Cities of Contra Costa, the Board of Supervisors, and the general public,
on transportation and transportation related issues. The CCTAC is charged
with developing and recommending Countywide transportation goals, policies
and objectives. The Committee will monitor transportation issues, legislation,
proposed projects and/or actions by others that could have an impact on
Contra Costa County, its Cities, or citizens, and will provide a forum
under which transportation options may be analyzed, priorities set, and
plans reviewed. This will assist the various agencies involved in the
provision of transportation related services to coordinate actions to help
ensure that adequate transportation and transportation related services
are provided to the residents of Contra Costa County.
C. OTHER DUTIES:
In addition to the above general duties, the Contra Costa Transportation
Advisory Committee is assigned the following additional duties:
1. Coordinate the development of a County transportation master plan
to include the development of a five-year major roads plan, coordinated
five-year plans for the County' s transit operators ( including the
issue of BART extensions in both western and eastern Contra Costa
County) , a potential transportation corridor in the San Ramon Valley,

and an assessment of future aviation development.
2. Review the current situation relative to the provision of transit
and paratransit services to all Contra Costa County residents and,
if appropriate, develop recommended actions to improve these services.
3. Assess both present and long-range (ten year and beyond) transportation
needs, including financial needs, of Contra Costa County and its Cities.
4. Review the County' s Federal Aid Urban, Federal Aid Interstate, and
Federal Aid Primary priority lists prior to submission to the Metropolitan
Transportation Commission, Caltrans, and the California Transportation
Commission.
5. Develop a uniform methodology for the preparation of traffic reports
prepared in conjunction with development proposals and develop guidelines
for the County and its cities to use in the evaluation of traffic
related impacts of new developments.
b. Seek to improve the public awareness in the area of transportation
and transportation financing.
D. PHILOSOPHICAL APPROACH:
The Contra Costa Transportation Advisory Committee shall exercise its general
purpose and other duties in a collaborative process which gives equal consi-
deration to both public and private objectives in the provision of transpor-
tation services in Contra Costa County. In addition, the CCTAC shall give
equal consideration to issues Countywide and assure that all residents
of Contra Costa County are represented equally in matters relating to trans-
portation and the provision of transportation services. The CCTAC shall
serve as an open forum for the discussion of County transportation needs
and priorities and encourage open communication between private interests
and agency staff.
E. PROHIBITED ACTIVITIES:
The Contra Costa Transportation Advisory Committee shall not review the
ongoing and routine management decisions involving personnel , budgetary,
or organizational matters of the Board of Supervisors, City Councils, or
Transit Districts.
F. COMMITTEE MEMBERSHIP AND NOMINATION:
The Committee, being a policy-making body, shall be appointed in accordance
with established Board of Supervisors policy and shall be advised on technical
matters by a Technical Advisory Committee also appointed in accordance
with established Board policy.
1. The following will be the membership of the Contra Costa Transportation
Advisory Committee:
a. Two representatives from the County Board of Supervisors, one
of which shall be the Board of Supervisors representative on
the Metropolitan Transportation Commission.
b. Five city representatives, including one representative each
from west, east, north-central , and south-central county, and
one representative who is the cities representative on the Metro-
politan Transportation Commission.
C. Four "public members" appointed by the Board of Supervisors,
including one representative from the business-labor community,
one representative from the residential development community,
and two "at large" representatives.
Appointments of the four "public members" shall consider geo-
graphical balance between the four areas of Contra Costa County--
west, east, north-central and south-central .

2. The Technical Advisory Committee shall be composed of the City/County
Engineering Advisory Committee (or subcommittee thereof) and the Contra
Costa County Planning Directors (or a subcommittee thereof) .
G. TERMS:
All members of the Contra Costa Transportation Advisory Committee shall
serve terms that would expire on June 30, 1985 or to a date otherwise estab-
lished by the public body appointing them.
H. SUNSET CLAUSE:
The Contra Costa Transportation Advisory Committee is established until
June 30, 1985 after which it is officially disbanded unless the Board of
Supervisors takes affirmative action to continue its existence.
I. BY LAWS:
The Contra Costa Transportation Advisory Committee shall operate with the
following bylaws:
1. Officers - The Contra Costa Transportation Advisory Committee shall
elect .a Chairperson from among its membership by a majority vote of
members present at a meeting attended by a quorum. The Chairperson
shall preside over all meetings of the Transportation Advisory Committee.
The CCTAC shall also elect a Vice Chairperson by the same manner as
the Chairperson who shall preside over the meeting in the absence
of the Chairperson.
2. Quorum - A quorum for the purpose of transacting business shall be
a majority of the Transportation Advisory Committee's membership.
3. Alternates - No alternates are permitted.
4. Voting - Issues that must be decided by a vote shall be decided by
a simple majority of those present and voting in a legal meeting.
All votes taken by the Committee shall be recorded in the minutes.
5. Agenda and Minutes - Staff shall issue an agenda announcing the time
and place of each meeting and listing the items to be considered.
The agenda will be made available for public distribution an appropriate
period of time before the meeting. Minutes summarizing items discussed
and actions taken by the Committee shall be kept and approved.
6. Other Rules - The Transportation Advisory Committee may adopt other
rules or procedures as it deems appropriate and shall file a copy
of such rules with the Clerk of the Board of Supervisors.
J. EXPENSE REIMBURSEMENT:
The Committee members shall serve without compensation of any kind and
the Board shall not provide funds for the payment of Committee meeting
stipends or reimbursement of Committee members' expenses.
K. PUBLIC STATEMENTS BY THE TRANSPORTATION ADVISORY COMMITTEE:
The Contra Costa Transportation Advisory Committee shall have the right
to take any public position, advocate any action or present testimony on
its matters within the jurisdiction which the CCTAC or its members deem
appropriate. Such actions shall not purport or be represented to be the
opinions or policies of the County, the Board of Supervisors, individual
Supervisors, or any County official ; or any City, City Council , City Council
member, or any City official ; or the CCTAC itself, without their prior
formal consent.
No individual member shall purport to represent the CCTAC without prior
formal consent of the CCTAC.

Public positions taken by the CCTAC that do not have the endorsement of
the Board of Supervisors shall not be published using the County seal or
County logo.
L. MODIFICATIONS:
The Contra Costa Transportation Advisory Committee may request modification
of this resolution by the Board of Supervisors.
