October 18, 1983 by the following vote:
AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder.
NOES: None.
ABSENT: None.
RESOLUTION NO. 83/1110
SUBJECT: Balanced Federal Budget Initiative
WHEREAS, the federal deficit continues to grow at an alarming
rate:. and
WHEREAS, the leadership of the United States House of
Representatives has consistently refused attemnts to control spending and
balance the federal budget; and
WHEREAS, federal government borrowing to fund the growing deficit
has pushed interest rates to exceedingly high levels; and
WHEREAS, the federal government's borrowing has drained needed
investment capital from the private sector, endangering President Reagan's
economic recovery program; and
WHEREAS, two-thirds of the members of the United States Senate
and a majority of the members of the House of Representatives have voted in favor
of the Tax Limitation/Balanced Budget Amendment to the United States Constitution;
and
WHEREAS, the liberal leadership of the House of Representatives
continues to resist the will of the majority; and
WHEREAS, the Founding. Fathers, in their wisdom, provided a means
whereby the States could force Congress to act on an amendment through the threat
of a limited constitutional convention;
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisors endorses the Californians For A Balanced Federal Budget initiative
which requires the Legislature of California to pass a resolution calling on Congress
to approve the Tax Limitation/BaTanced Budget Amendment (limiting the growth rate of
taxes and spending from year to year and requirina a balanced budget) , or, in lieu
thereof, to convene a constitutional convention for the- sole, exclusive and limited
purpose of drafting such an amendment and submitting_ same to the States for
ratification.
BE IT FURTHER RESOLVED, that all Californians join actively in
gathering signatures so that this initiative may be qualified with dispatch.
