SUBJECT: DALE BRIDGES (APPLICANT & APPELLANT). THIS IS AN APPEAL OF THE SAN
RAMON VALLEY REGIONAL PLANNING COMMISSION'S DECISION TO UPHOLD
THE ZONING ADMINISTRATOR'S DECISION TO DENY THE REQUESTED

RECOMMENDATIONS
1. UPHOLD the San Ramon Valley Regional Planning Commission's decision to uphold the
Zoning Administrator's decision to deny modifications of Condition of Approval #10 of
LP952061 to allow the outdoor sale of Christmas trees.
2. ADOPT the findings contained in Resolution#31-2002 as the basis for the Board's
action.

BACKGROUND
On October 22,2002 an appeal of the San Ramon Valley Regional Planning Commission's
decision to deny the request to allow the outdoor sale of Christmas trees was heard by the
Board of Supervisors. After taking testimony from the applicant and the public, the Hoard
continued the matter and requested staff to return with the status of fees owed by the applicant,
along with information regarding the size of other Christmas tree lots in the County.
ADDITIONAL INFORMATION
Fees
Mr. Bridges has filed three applications with the County, the first, LP952061, was to
establish a used car lot on the site. The second, LP002039, was to allow the sale of
Christmas trees, and the third is the current application to allow the sale of Christmas trees.
Following are the amounts due for the three applications filed by Mr. Bridges as of October
30, 2002.
LP952061:
Cost: $27,234.61
Revenue received: $24,367.24
Amount Due: $2,867.37
If the Board wishes, the Board may want to direct staff to waive the $2,867.37, which
amounts to approximately 10% of the total charges.
LP002039:
Cost: $11,513.74
Revenue received: $630.00
Amount Due: $10,883.74
LP012131:
Cost: $10,191.54
Revenue received: $750.00
Amount Due: $9,441.54
Application is currently active.
Total amount due for all three applications as of October 30, 2002: $23,192.65.

Christmas Tree Lots
Staff has located 15 sites within the County(including cities)where Christmas trees have been
sold in the past. The sites range in size from 4.3-acres to 80+ acres. Some of the sites are
located on properties with existing buildings such as churches, retail businesses and
recreational facilities, while others are located on vacant parcels. It would require additional
staff time to determine the actual square footage and parking area of the other tree lots within
the County. The figures listed below are based on the parcel size and not on the actual area
utilized by the sale of Christmas trees.

Number of Sites Found: 15 (0.3, 0.33, 0.71, 0.77, 1.0, 1.2, 1.28, 1.39, 2.34,
2.76, 6.7, 7.4, 12.34, 22.0, 80+ acres)
Largest Parcel Size: 80+ acres
Smallest Parcel Size: 0.30-acres
Average Parcel Size: 10.83-acres
Median Parcel Size: 1.39-acres
The applicant's lot has a total area of 0.43-acres (18,730 square feet), of which 0.26-acres
(11,325 square feet) can be utilized for the tree sales.

The Clerk of the Board heretofore noticed the hearing before the Board of Supervisors to
consider the San Ramon Valley Regional Planning Commission's decision to uphold the Zoning
Administrator's decision to deny the request to allow a modification to Condition of Approval
allowing the outdoor sale of Christmas trees, a variance to the off-street parking design and
layout requirements and approval of temporary signs/displays at 3212 Danville Boulevard in
Alamo.
Catherine Kutsuris, Community Development Department,presented the staff recommendations
and described the project.
The public hearing was opened. The following persons spoke:
Dale Bridges, Bridges Christmas Trees of Alamo, 3212 Danville Blvd., Alamo, CA 94507;
Beth Batchelor, Lanall Artists' Studio Workshop, 3012 Sandstone Road, Alamo, CA 94507
The public hearing was closed. The Board discussed the matter and took the following action:
CLOSED the public hearing; DENIED the appeal of Dale Bridges (Applicant) and Peter
Ostrosky (Owner) of the recommendation by the San Ramon Valley Regional Planning
Commission's decision to uphold the Zoning Administrator's decision to deny the request to a
variance to the off-street parking design and layout requirements and approval of temporary
signs/displays at 3212 Danville Boulevard in Alamo; DIRECTED Community Development
staff to proceed with collection of fees owned by Dale Bridges.
