Dear Supervisors:
We are writing to formally introduce to you the Croskrey Consent Decree Advisory Board. We are
the founding members of the Advisory Board which has been formed to monitor Contra Costa County's
Affirmative Action Program,
In 1975, the County entered into a Consent Decree agreeing to implement a plan for equal
employment opportunity in Contra Costa County employment. The Consent Decree provides that Plaintiffs'
counsel maintain an Advisory Board with representatives of each minority resident within Contra Costa
County, all interested women and employees' organizations, and all other interested groups and persons.
Our Advisory Board includes union representatives, members of a variety of minority groups,
religious leaders and a large percentage of women. We are truly a community-based and representative
group, committed to the realization of equal opportunity within the County. We intend to work with the
County's Affirmative Action Officer, the County's Advisory Council on Equal Employment Opportunity as
well as you to ensure that the objectives of the Croskrey Consent Decree are fully achieved.
We believe that the County will benefit greatly from a community-based Advisory Board. We
would like to be placed on the agenda for your next meeting so that we can discuss with all of you our goals

AFSCME Local 2700 hereby endorses and supports the formation of and continuation of the Croskrey
Affirmative Action Advisory Board and its efforts. We endorse and support your ongoing involvement
as.the Plaintiff's Representative and with the Advisory Board.
AFSCME Local 2700,has represented clerical employees of Contra Costa County since 1968,leading the
first ever strike of public employees in 1972. Our group is a union representing predominately women in
Contra Costa County.a member of AFSCME(American Federation of State,County and Municipal
Employees)the-largest AFL-CIO union in the nation.
We stand for equal access for all and that is why we support the philosophy and formation of the
Croskrey Advisory B.0 Bard. We are committed to continuing working with the Board. We believe that
this added community component functioning,with the EEO of Contra Costa County,is beneficial to the
community and county governance.
We believe that the people of Contra Costa County, its citizens and employees,are best served with this
Board and you as the Plaintiffs Representative.

1978, based in Martinez,California. Our group is a union with eleven units, including the cities of
Pinole and Pittsburg, Superior Courts and seven in Contra Costa County. AFSCME(American
Federation of State,County and Municipal Employees)is the largest AFL-CIO union in the nation.
We stand for equal access for all and that is why we support the philosophy and formation of the

Ladies and Gentlemen:
We support the Croskrey Consent Decree Advisory Board. Since 198 1, this organization
has stood in the forefront in insuring that women and minorities had equal opportunity for
employment in the fire service. While we met with some success we faced opposition all
the way. We even acted as plaintiffs interveners on more than one occasion when there
was apparent discrimination against protected class persons. This responsibility fell to us
because the terms of the Consent Decree were not being followed.
The,establishment of the Advisory Board means that the Consent Decree can be
administered as agreed, and monitored as necessary. We believe that many protected
class people only got their jobs because of the tenets of the Decree. You need only to
look at other fire departments in the County who are not under the Decree. With the
exception of the City of Richmond Fire Department all are mostly Caucasian Males.
Even in the Contra Costa County Fire protection District, the top three positions have
always been Caucasian male.
We believe the Advisory Board will be able to point out ways to fairly administer the
Croskrey Consent Decree and we ask the Board of Supervisors to embrace the Advisory
Board as a friend of the County not and adversary.

Hoard.
.Treasurer This organization recognizes the Croskrey Consent Decree as the
Arnetta Janes County's agreement to provide equal opportunity employment for
women and minority class persons. We urge you to heed the advice
of the Advisory Board and to work with them to insure that the
Secretaa Consent Decree is properly administered.
Howie Bogard-Pruitt We believe that the County has made great strides in equal
opportunity employment since the inception of the Consent Decree,
Committee Chairpersons but there is also much work to do. We believe that the Advisory
Board with its Cross section of the community representation,will be

continuation of,the Croskrey Affirmative Action Advisory Board and its efforts. We also
endorse and support you and your firm's ongoing involvement in such as the Plaintiff s

Our organization has been in existence since 1987 and is based in Contra Costa County. Our group
is a not-for-profit grass roots type of organization that has been heavily concerned with and involved
in various aspects of governmental and political activities. It has included having some of our
Members successfully run for elective office at a local level. We have also supported and endorsed
some successful Candidates for elected County Offices, such as; County District Attorney, County
Supervisor, Judge of the Superior Court, County Auditor-Controller, and the County Treasurer.
We are encouraged by you and your firm's involvement in these endeavors. We believe that the
people of Contra Costa County, to include its employees and governmental structure, are best
