SPECIFIC REQUEST(S)OR RFCOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
DETERMINE that the real property,APN 088-240-074,near the intersection of Bliss Avenue and Martin Way to be no
longer necessary for Contra Costa County(County)purposes.
APPROVE the conveyance of the County-owned property to the State of California, Department of Transportation
(Caltrans) pursuant to Streets and Highway Code § 960.
AUTHORIZE the Chair, Board of Supervisors, to execute the Grant Deed on behalf of the County.
DIRECT Real Property to deliver the Grant Deed to Caltrans for acceptance and recording.
FISCAL IMPACT:
There is no impact to the County General Fund.The parcel was purchased with Contra Costa Transportation Authority
(CCTA),funds.,

BACKGROUND AND REASONS FOR RECOMMENDATIONS:
The County acquired this real property on behalf of the CCTA for the widening of State Route 4, Railroad to
Loveridge project(Project). A portion of this parcel was required for the Project and the remainder parcel is required
by Caltrans for the future widening of Highway 4,which is also funded by CCTA. All highway improvements were
constructed by CCTA for the State Highway as part of the Project. CCTA has directed the County to transfer the
remainder parcel to Caltrans for the future widening of Highway 4.
CONSEQUENCES OF NEGATIVE ACTION:
The County would own and be liable forproperty within the State Highway 4 near the intersection ofBliss Avenue and
Martin Way and.,continue to own vacant land required for a State Highway Project.

Being all of that certain 5.63 acres parcel of land shown as Parcel "A"on that certain Parcel Map filed for record on
September 2, 1970 in Book 14 of Parcel Maps at Page 9,Contra Costa County Records,excepting therefrom that
portion of land described in the Grant Deed from CONTRA COSTA COUNTY, a political subdivision of the State of
.California to BISHOP-WISECAVER CORPORATION,recorded April 10,2003 as Document No. 2003-0163741,
records of Contra Costa County, land situated in the Cityof Pittsburg,County of Contra Costa, State of California,
more particularly described as follows:
BEGINNING at the northeasterly comer of said Parcel"A"of said Parcel Map; thence along the easterly and
southerly lines of said Parcel "A"the following four(4)coursesanddistances: (1) South 17°43'01" West, 26.892
meters to the beginning-6f a non-tangent curve to the left concave southwesterly, from which a radial line of said
curve bears South 24°05'09" West; (2)westerly along the are of said last mentioned curve,having a radius of
161.497 meters,through a central angle of 06°22'00", an arc distance of 17.945 meters; (3)North 72°16'51"West,
20.789 meters to the beginning of a tangent curve to the left; (4)westerly along the arc of said last mentioned curve,
having a radius of 116.500 meters,through a central angle of 27°07'46", an are distance of 55.162 meters to the
most easterly corner of said BISHOP-WISECARVER CORPORATION parcel and a point of cusp with a non-

This conveyance is made for the purposes of a freeway and the grantor hereby releases and relinquishes to the

highway on the lands hereby conveyed in fee and the grantor, for the grantor and the grantor's successors and assigns,
hereby waives any claims for any and all damages to grantor's remaining property contiguous to the property hereby
