APPROVE a Lease with Jupiter Investments, L. L. C., for a three year term beginning December 1 , 2008, and ending November 30, 2011, for approximately 1,800 square feet of clinic/office space at 2523 EI Portal Drive, Suite 104, San Pablo, at a monthly rent of $2,520, for the continued occupancy by the Health Services Department, under the terms and conditions more particularly set forth in the Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf of the County, and EXERCISE any additional options to the Lease. 3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT The Lease will obligate the County to pay a total rent of $93,960 over the three-year term. The Lease costs were anticipated and budgeted in the Health Service Department's approved FY 2008/2009 budget. BACKGROUND The County's Health Services Department wants to lease the premises to expand the Mental Health Services that have been provided at this building since 2000. The premises will be occupied by Mental Health Services staff currently located at 256 24th Stree ichmond.
