Walker, M.D. Costa Health Services Director o F�,c�e.::,izr�a��_ ,.,v,4o� DATE: October 7, 2008 ar. = County A couxt{ SUBJECT: Extension of Emergency Declaration Regarding Homelessness SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: e) CONTINUE the emergency action originally taken by the Board of Supervisors on November 16, 1999 regarding the issue of homelessness in Contra Costa County. BACKGROUND: Government Code Section 8630 required that, for a body that meets weekly, the need to continue the emergency declaration be reviewed at least every 14 days until the local emergency is terminated. In no event is the review to take place more than 21 days after the previous review. On November 16, 1999, the Board of Supervisors declared a local emergency, pursuant to the provisions of Government Code Section 8630 on homelessness in Contra Costa County. With the continuing high number of homeless individuals and insufficient funding available to assist in sheltering all homeless individuals and families, it is appropriate for the Board to continue the declaration of a local emergency regarding homelessness. ADOPT Resolution No. 2008/656 establishing a second alternate position for Supervisor Federal D. Glover's appointment to the Contra Costa Transportation Authority board of commissioners and appointing Supervisor Gayle B. Uilkema to serve as the Second Alternate, for a term expiring January 31, 2009. 2. INDICATE that this Resolution supersedes in its entirety Resolution No. 2008/500 which was adopted by the Board of Supervisors on July 22, 2008. FISCAL IMPACT: No fiscal impact on Contra Costa County. BACKGROUND: The Contra Costa Transportation Authority has requested that the Board of Supervisors appoint a second alternate for Supervisor Glover's position on their Board. Supervisor Glover's alternate is currently Supervisor John Gioia. (Supervisor Glover's term as commissioner expires 1/31/2009 as does that of his alternate.) There are times, however, when both Supervisors Glover and Gioia are unable to attend due to schedule conflicts, leaving Contra Costa County with only one appointed commissioner, Supervisor Bonilla, representing the Board of Supervisors at the meeting. Supervisor Uilkema is presently serving as Supervisor Susan Bonilla's appointed alternate. However, it is not uncommon for multiple alternates to be appointed to the Board. Formalizing Supervisor Uilkema's appointment as an alternate to Supervisor Federal Glover may prevent any potential conflict resulting from her participation in Supervisor Glover's absence.
