LANGO, DIRECTOR OF GENERAL SERVICES COSTA DATE: December 16, 2008 co -==' v COUNTY a oN� SUBJECT: LEASE FOR 2523 EI PORTAL DRIVE, SUITE 101, SAN PABLO FOR THE HEALTH SERVICES DEPARTMENT (WW0672) (CP# 08-64) mt9 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. APPROVE a Lease with Jupiter Investments, L.L.C., for a three year term beginning December 1, 2008, and ending November 30, 2011, for approximately 1,800 square feet of clinic/office space at 2523 EI Portal Drive, Suite 101, San Pablo, at a monthly rent of $2,520, for the continued occupancy by the Health Services Department, under the terms and conditions more particularly set forth in the Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease on behalf of the County, and EXERCISE any additional options to the Lease. 3. DETERMINE that the project is a Class 1(a) Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). 4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and County Clerk for filing of the Notice of Exemption. FINANCIAL IMPACT The Lease will obligate the County to pay a total rent of $93,960 over the three-year term. The Lease costs were anticipated and budgeted in the Health Service Department's approved FY 2008/2009 budget. This lease will allow the Mental Health Services occupants of the County's building at 256 24th Street in Richmond to vacate that building and move to 2523 EI Portal Drive in San Pablo. The Health Services Department's move to the EI Portal building will allow the Health Services Department it to reduce its monthly expenses by approximately $10,000 per month. However, the County's expenses for the 24th Street building will be approximately $5,600 per month while the building is vacant. County staff is in discussions with the City of Richmond for the City to lease and occupy the 24th Street building. Doing so will vacate the County-owned building located at 256 24th Street in Richmond. In order to accommodate the move, additional space is needed at the EI Portal Drive location. This action will provide approximately 1,800 square feet of additional clinic/office space at 2523 EI Portal Drive, necessary to accommodate the move of Mental Health Services staff from 256 24th Street. The County will then seek to lease out the 256 24th Street building for other civic uses, such as to the City of Richmond for its youth employment services programs.
