GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and
the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that purpose
and furnish a copy of any written statement to the Clerk.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion.
There will be no separate discussion of these items unless requested by a member of the Board or a member of the public
prior to the time the Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from
those persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the
matter is subject to discussion and action by the Board.

Community College District in an amount not to exceed $10,000 for the Contra Costa Multimedia
Expansion Project, which focuses on addressing the multimedia needs of small businesses in Contra Costa

C.23 APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a
contract amendment with Bay Area Psychotherapy Services, Inc., effective December 1, 2006, to increase
the payment limit by $56,000 to a new payment limit of $80,000 to provide additional mental health
services to non Medi-Cal eligible clients, and to authorize services not covered by Medi-Cal for Medi-Cal
eligible adults and children involved in the Child Welfare System, with no change in the term of March 1,

C.29 CORRECT Board action of December 5, 2006 to ratify purchase of services from Judith Knittel, and

Group to continue performing medical billing reviews on behalf of the County Risk Management Division

C.36 APPROVE and AUTHORIZE the Community Development Director, or designee, to execute a contract
amendment with Candida A. Wensley to increase the payment limit by $72,000 to a new payment limit of

C.37 APPROVE and AUTHORIZE the Community Development Director, or designee, to execute a contract
with the City of Richmond in an amount not to exceed $606,823 to oversee implementation of the
2006/2007 North Richmond Waste and Recovery Mitigation Fee Expenditure Plan, for the period January
16, to December 31, 2007. (100%Mitigation fees) (District I)

pay expenses associated with ongoing operations in the amount of $3,900 for the period November 1,

C.39 APPROVE merger of the Community Services Department into the Employment and Human Services
Department; integration of Community Services Chart of Organizational Units within the County finance

changes to the internal structure of the Community Services Chart of Organizational Units, as

C.40 APPROVE the providers recommended by the Contra Costa Health Plan's Credentialing Committee at the
December 19, 2006 meeting, as recommended by the Health Services Director. (All Districts)
C.41 CONTINUE the emergency action originally taken by the Board of Supervisors on March 21, 2006,
pursuant to Public Contract Code Sections 22035 and 22050, regarding the repair of storm damage to
roads and channels as a result of the severe storm that began on December 31, 2005, as recommended by

C.42 ADOPT Resolution No. 2007/23 prepared by the Retirement Administrator, which establishes the
retirement plan contribution rates for employers and employees for new Safety Tier C for the period
