The purposes of the meeting are for the Board to: 1. To hear,consider and discuss staff reports concerning the February 23, 1999, incident at the Tosco Avon Refinery in preparation for the Board of Supervisors March 2, 1999,meeting on this matter. 2. Hear any public comments made concerning items listed and described in this special meeting notice. 3. Hold a closed session to: CONFERENCE WITH LEGAL COUNSEL-ANTICIPATED LITIGATION Initiation of litigation pursuant to subdivision (c)of Section 54056.9(one case). Dated: February 26, 1999 By order of Chair •Joe Canciamilla Phil Batchelor,Clerk of the Board of Supervisor and Administrator 0111 'U10 . -1 Byl Deputy Clerk SUMMARY OF THE PROCEEDINGS BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY MEETING IN ALL ITS CAPACITIES PURSUANT TO ORDINANCE CODE SECTION 24-2.402 SATURDAY, FEBRUARY 27, 1999 CALLED TO ORDER and OPENING CEREMONIES CLOSED SESSION: The Chair announced that the members of the Board of Supervisors DETERMINED that in lieu of authorizing and initiating formal civil litigation at this time, a letter be sent to TOSCO requesting that by March 2, 1999, they agree to voluntarily stand down, that the workers remain on a pay and benefit status during the period of standing down, that they agree to voluntarily comply with the Industrial Safety Ordinance and that they join with Contra Costa County in requesting that the U.S. Chemical and Safety Hazard Investigation Board complete a full facility safety audit of the TOSCO Avon facility. ADJOURNMENT: The Board of Supervisors adjourned the Closed Session and its Item 3 to March 2, 1999, at 9:00 a.m., in the Board Chambers and Room 105. (02-27-1999 - Sum)
