DELIBERATION ITEMS - The Board will consider and take action on the following
items:
D.1 HEARINGS on the recommendations of the Contra Costa County Planning Commission on
the following land use issues in the San Ramon area:
A. Dougherty Valley General Plan Amendment: An amendment to.the adopted gene;al plan
for the Dougherty Valley project area. Modifications include relocation of commercial areas,
relocation of the potential community college from Camp Parks to the Village Center area,
adjustments in residential densities, providing more open space within the project, and
relocation of Windemere Parkway or other appropriate designations or configurations.

B. Dougherty Valley Specific Plan Amendments: Modifications to the maps and text of the
Dougherty Valley Specific Plan. The proposed amendments include minor textual changes to
update the plan to reflect prior County actions and to be consistent with the proposed General
Plan amendment request. (County File SP 40001-96)
C. Windemere Ranch Partners (Applicant and Owner): The applicant requests approval of a
rezoning with a Preliminary Development Plan to conform to the changes proposed with the
General Plan and Specific Plan Amendment for the subject property, (County File #RZ 3032-
95); the applicant also requests approval of a Final Development Plan with a Neighborhood
Development Plan and a Village Center Neighborhood Development Plan to establish 2,249
single family and multiple family residential units, public/semi-public facilities, schools,
commercial and parks and open space, (County File #DP 3064-95); the applicant further
requests approval of a vesting tentative map to subdivide 388 acres for 2,249 single and
multiple family residential units,public/semi-public facilities, schools, commercials and parks
and open space. (County File#SD 7976-95)
D. Shapell Industries (Applicant and Owner): The applicant requests approval of a rezoning
with a Preliminary Development Plan to conform to the changes proposed with the General
Plan and Specific Plan Amendment for the subject property, (County File #RZ 3033-95); the
applicant also requests approval of a Final Development Plan with a Neighborhood
Development Plan and a Village Center Neighborhood Development Plan to establish 1,825
single family and multiple family residential units, public/semi-public facilities, schools, park
and ride, commercial and parks and open space, (County File #DP 3086-95); the applicant
further requests approval of a vesting tentative map to subdivide 973 acres for 1,825 single

the following land use issues in the Danville/Blackhawk area:
A. Wendt Ranch General Plan Amendment: A proposal to consider changing the land use
designation from Agricultural Lands to Open Space and Single Family Residential High
Density (5.0-7.2 units per net acre) or other appropriate designations or configurations on this
165 acre parcel. (County File#GP 0012-05)
B. Shapell Industries of Northern California (Applicant and Owner): The applicant requests
approval for rezoning the site from A-3,Heavy Agricultural and A-40, Exclusive Agriculture
to P-1 Planned Unit District . (County File#RZ 3037-96)
C. Shapell Industries of Northern California(Applicant and Owner): The applicant requests a
Preliminary and Final Development Plan for 323 residential units. (County File #DP 3037-
96)
D. Shapell Industries of Northern California (Applicant and Owner): The applicant requests
a vesting tentative map on the 165 acre parcel to allow for 323 residential lots, park and open
space parcels. (County File#8002-96)
D.3 HEARINGS on the recommendations of the Contra Costa County Planning Commission on
the following land use issues in the Danville/Blackhawk area:
A. Tassajara Meadows General Plan Amendment: A proposal to consider changing the land
use designation from Agricultural Lands to Single Family Residential High Density (5.0-7.2
units per net acre) or other appropriate designations or configurations on this 45 acre parcel.

B. Kaufman & Broad (Applicant and Owner): The applicant requests approval to rezone the
site from A-3, Heavy Agricultural to P-1 Planned Unit District. (County File#RZ 3036-95)
C. Kaufman& Broad(Applicant and Owner): The applicant requests a Preliminary and Final
Development Plan for 230 residential units. (County File#DP 3090-95)
D. Kaufinan& Broad(Applicant and Owner): The applicant requests a vesting tentative map
on the 45 acre parcel to allow for 230 residential lots, park and open space parcels. (County
File#800)
E. Kaufman & Broad (Applicant and Owner): The applicant requests to vacate and relocate
on site the existing Lawrence Road as a part of the development application.
(Staff recommends continuing the hearings noted under Agenda Item D.3 to
January 28, 1997,at 2 p.m.)
DA CONSIDER adoption of the second consolidated General Plan Amendment for 1996,
including Agenda Items D.1 A and D.2A.

D.5 HEARING on the recommendation of the Contra Costa County Planning Commission on an
ordinance text amendment described as follows: Land use permits for development projects
involving hazardous waste or hazardous materials, (County File #ZT 3-96); the adoption of
the proposed ordinance (introduced November 5, 1996) or further revisions thereof,
(requiring reintroduction,waiving of reading and fixing a new adoption date)would repeal the
existing Chapter 84-63 of the County Ordinance Code and add a new Chapter 84-63 requiring
land use permits for certain projects involving hazardous waste or hazardous materials. The
proposed ordinance sets forth criteria for requiring land use permits which gives greater
emphasis to factors involving potential health and safety risks. It adds regulations regarding
major maintenance projects for these industries and provides for public safety agreements,
county wide.

D.6 CONSIDER the following requests of Supervisor Torlakson:
A. Refer to the Finance Committee for consideration at the Committee's meeting of
November 18, 1996, a proposal by the 23rd District Agricultural Association to construct an
Agricultural Museum and Education Facility, and to consider the request for the allocation of
funding from the Keller Canyon Mitigation Fund-Open Space/Agricultural Preserve Account
and to report to the Board of Supervisors on November 19, 1996.
B. Direct the Director of the Growth Management and Economic Development Agency
(GMEDA) to provide a report to the Finance Committee to consider at the Committee's
meeting of November 18, 1996 resolution of the four-year old issue related to the contouring
of "Hill 410" in Bay Point. The report should identify the steps necessary to achieve the
rounding of"Hill 410," as well as the identification of funding sources necessary to achieve
resolution of this issue with a report including recommended action provided to the Board of
Supervisors on November 19, 1996.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing
Authority and the Redevelopment Agency. Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written statement to the Clerk.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one
motion. There will be no separate discussion of these items unless requested by a member of the Board or a
member of the public prior to the time the Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for
comments from those persons who are in support thereof or in opposition thereto. After persons have spoken,
the hearing is closed and the matter is subject to discussion and action by the Board.
Requests for reconsideration of a land use (planning) decision must be submitted in writing to the Clerk of the
Board of Supervisors within 10 days of the Board's decision, and must identify the new information which was
not before the Board of Supervisors when the decision was made.
The County will provide reasonable accommodations for disabled individuals planning to attend Board meetings
who contact the Clerk of the Board at (510) 335-1900; TDD (510) 335-1915. An assistive listening device is
available from the Clerk, Room 106.
