PURSUANT TO ORDINANCE CODE SECTION 24-20402
MONDAY, DECEMBER 29 1996
CLOSED SESSION: No reportable action taken.
DELIBERATION ITEMS: Approved as listed except as noted below:
D.l REAFFIRMED the establishment of an Agricultural Trust Fund;
DIRECTED the Finance Committee to assist the Agricultural Trust Fund
Board of Directors in developing an outline of their plan for raising
additional funds, seeking grants, and maximizing the opportunities in
Contra Costa County; DIRECTED the Finance Committee to report to the
Board of Supervisors by Mid-February, 1997, on the procurement plans
developed by the Agricultural Trust Fund Board of Directors; and
DECLARED INTENT to approve and authorize the _appropriation and
transfer of $500,000 from the Keller Canyon Mitigation Reserve to the
Agricultural Trust Fund in Mid-February, 1997, contingent upon the
Board's approval of the procurement plans presented by the Finance
Committee.
D.2 APPROVED with amended conditions, the application (LP 95-2061) of
Dale Bridges (applicant) and Peter Ostrosky (owner) for approval to
establish a used car dealership for 25 cars in the Alamo area. (AYES: I,
IV, V and II; NOES: III; ABSENT: None; ABSTAIN: None)
D.3 CONTINUED to December 17, 1996, at 6 P.M., the hearing on the
recommendation of the Contra Costa County Planning Commission on an
ordinance text amendment described as follows: Land use permits for
development projects involving hazardous waste or hazardous materials,
(County File #ZT 3-96); the adoption of the proposed ordinance
(reintroduced November 12, . 1996) or further revisions thereof, that
would repeal the existing Chapter 84-63 of the County Ordinance Code
and add a new Chapter 84-63 requiring land use permits for certain
projects involving hazardous waste or hazardous materials, county wide.

MR.I Following consideration of today's agenda items, Supervisor Tom
Torlakson concluded his tenure this morning as the District V
representative on the Board of Supervisors. At 12 P.M. this day,
December 2, 1996, at the State Capitol Building in Sacramento, Mr.
Torlakson will take the Oath of Office for Assemblyman of the 11th
Assembly District.
