Commend the County of Alameda and the County of Solano for the efforts they are making in providing affordable housing and offer to support the $150 million general obligation bond issue on the ballot in Alameda County on November 6, 1990 in whatever way would be helpful to the proponents of the measure. 2 4. Direct the Community Development Department to provide staff support to the Housing Trust Fund Task Force either with county staff or outside consultants and request the Contra Costa Housing Authority to provide whatever additional staff support they can to the Task Force. 5. Approve the focus for the Task Force as outlined in the attached staff report. 6. Request staff from the Community Development Department to review other models which are in place elsewhere in California ( including the City of San Diego) and provide a status report on the activities of the Task Force to the 1991 Internal Operations Committee by June 30, 1991. BACKGROUND: On August 21, 1990 the Board of Supervisors agreed to establish a Housing Trust Fund Task Force and directed that several additional reports be made to our Committee in October. Those reports are included in the attached staff report, which is incorporated herein by reference. Box 389 Council Martinez, CA 94553 The Mayor's Conference will be selecting two city representatives at their November meeting. While your committee has requested that labor organizations be included on the Task Force, Steve Roberti has also asked that he be appointed to represent the Central Labor Council, in addition to representation by Building & Construction Trades Council and Coalition of Labor & Business. ll. Transfer Taxes in Redevelopment Agencies Redevelopment Agency staff has researched whether redevelopment agencies have the ability to assess a real estate transfer tax in project areas. Redevelopment agencies do not have state law authorization to assess such taxes. The Richmond Redevelopment Agency -2- confirmed that no such taxes are being collected by the Redevelopment Agency in the Richmond Redevelopment Area. However, the City is exploring the feasility of increasing the city's transfer tax rate. Transfer taxes are currently imposed countywide by cities and the county. State authorization for the imposition of transfer taxes is limited to cities, other than the uniformly imposed documentary tax imposed by counties. Proposition 13 limits the use of real estate taxes for special purposes. III. Status Report on Alameda and Solano Counties Housing Trust Funds A. Alameda County Alameda County currently has an initiative on the November, 1990 ballot for $150 million General Obligation bonds for affordable housing assistance. The funds would be allocated as follows: Use of Funds Allocation of Funds Senior Housing $55 million Disabled Housing $21.5 million Housing for homeless families $55 million First-time homebuyers assistance $12 million Administration Costs $6.5 million TOTAL $150 million They propose to assist 600-1200 rental units developed or substantially rehabilitated by non- profit developers or for-profit developers in joint partnership with non-profits. They hope to also assist new construction homeownership projects. The first-time homebuyers programs would provide downpayment assistance to 400-800 households with incomes up to 100% of median who are living or working in Alameda County. The assistance would be in the form of a deferred payment, second mortgage up to $30,000, with a required homebuyer equity-contribution of 5%. Alameda County has waged two previous unsuccessful campaigns for General Obligation bonds for senior housing. In each case, the measures were defeated by a very small margin (by a couple of percent). While it is impossible to predict the outcome of the November election, this bond measure has had a much more active campaign to garner voter approval. B. Solano County In Solano County, a new foundation, the Solano Affordable Housing Foundation, has recently been established to assist in the development of affordable housing in the County. Initiated by the Solano Board of Realtors, the foundation also includes representatives of the developers, title insurance company, realtor groups, major corporations, and public agencies. -3- They intend to use a mix of local redevelopment agency funds (80%), prorated on a per capita basis for the local jurisdictions, and corporate donations (20%). Their primary goal is to provide local housing opportunities for local employees. The foundation is negotiating with a developer on their first project and has been in the process of soliciting funds from local jurisdictions and private corporations. They have generated over $100,000 of seed funds to cover administrative costs for the first year, as well as a commitment of $3.5 million per year from the City of Fairfield. They currently have the services of a part-time City of Fairfield staff person and are in the process of completing a Business Plan, after which they will be hiring an Executive Director. They also intend to develop a pool Jof foundation members available to support affordable housing projects throughout the land use approval process. IV. Focus of the Housing Trust Fund Task Force The Housing Trust Fund Task Force would be charged with the responsibility of working with Community Development Department staff and County Counsel to evaluate available funding mechanisms and recommend appropriate funding mechanisms and administrative structures for a Housing Trust Fund. The analysis would be focused on the following housing trust fund revenue sources: o inclusionary housing programs, o development fees on nonresidential development, o general obligation bonds approved by the voters, o utility taxes, o business taxes, o transient occupancy taxes, and o other voluntary sources, such as escrow interest funds.
