GENERAL INFORMATION'
The Board meets in all its capacities pursuant to Ordinance Code
Section 24-2.402, including as the Housing Authority and the
.Redevelopment Agency.
Persons who wish to .address the Board should complete -the form
provided for that purpose and furnish a copy of any written statement to
the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will be no
separate discussion of these items unless requested by a member of the
Board or a member of the public prior to the time the Board votes on the
motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will
be heard when the Chair calls for comments from those persons who are in
support thereof or in opposition thereto. After persons have spoken,
the hearing As closed and the matter is subject to discussion and action

GRANTS & CONTRACTS
APPROVE and authorize execution of agreements between the County and
following agencies:
1.28 AUTHORIZE the Chair, Board of Supervisors, to execute a
Promissory. Note and Loan Agreement amendment with Contra Costa
Centre Association to extend loan repayment through June 30,
1992.
1.29 AUTHORIZE the Chair, Board of Supervisors, to execute a contract
with the State Department of Health Services in the amount of
$246,447 for the provision of the Maternal and Child Health and
Perinatal Improvement Program during the period July 1, 1990 -
June 30, 1991. (County match in-kind)
APPROVE and authorize execution of agreements between the County and
following agencies as noted for the purchase of equipment and/or
services:
1. 30 APPROVE Addendum No. 1 making minor corrections to the documents
for reroofing at MontaraBay Community Center, 2250 Tara Hills
Drive, San Pablo, for County Service Area M-17, as recommended by
the Director of General Services.
1. 31 AUTHORIZE the Executive Director, Private Industry Council, to
execute four GAIN job search service contracts during the period
September 1, 1990 through June 30, 1991 for payment limits
specified:
1) City of Richmond Private Industry Council, $10, 080;
2) Worldwide Educational Services, Inc. , $17, 600;
3) City of Pittsburg, $10,880;. and
4) United Council of Spanish Speaking Organizations, Inc. ,
$3,200.
-1.32 APPROVE and authorize the Sheriff-Coroner or designee to execute
on behalf of the County. a contract with Tri-County Extradition
for inmate transportation for the period September 1, 1990 to
August 31, 1993.
1. 33 AUTHORIZE the Chair, Board of Supervisors, to execute a facility
use agreement with Delta Community Center in Brentwood at no cost
to the- County for the provision of facilities for Public Health
Nursing Staff to perform blood pressure screening, effective July
27, 1990.

1. 34 AUTHORIZE the Chair, Board. of Supervisors, to execute a Mental
Health Specialist novation contract with Rathna Rao, M.D. , not to
exceed the amount of $49, 500 for the provision of child
psychiatric services, consultation and training during the period .
August 18, 1990 through June 30, 1991, with an automatic six
month extension. (90% State - 10% County)
1. 35 AUTHORIZE the Chair, Board of Supervisors, to execute a Statement
of Compliance and contract with the State Department of Mental
Health in the amount of $23,384 for the continuation of Joint
Primary Intervention Programs'-during the period July 1, 1990 -
. . June 30, 1991; and AUTHORIZE the Health Services Director or his
designee to negotiate and execute a "contract with the San Ramon
Valley Unified School District for the period September 1, 1990
through June 30, 1991 in the amount of $23, 384 to implement said
Primary Prevention programs.
1.36 AUTHORIZE the Chair, Board of Supervisors, to execute a Statement
of Compliance and contract with the State Department of Mental
Health in the amount .of $15, 279 for the provision of Primary
Intervention programs during the period July 1, 1990 - June 30,
1991; and AUTHORIZE the Health Services Director or his designee
to negotiate and execute a contract with the Antioch Unified
School District in the amount of $15, 279 during the period
September 1, 1990 through June 30, 1991 to implement said Primary
Intervention programs.
1. 37 AUTHORIZE the Chair, Board of Supervisors, to execute a Statement
of Compliance and contract with the State Department of Mental
Health in the amount of $14, 645 for the provision of a Primary
Intervention Program during the period July 1, 1990 - June 30,
1991; and AUTHORIZE the Health Services Director or his designee
to negotiate and execute a contract with the Byron Union School
District in the amount of $14, 645 to implement said Primary
Intervention Program during the period September 1, 1990 through
June 30, 1991.
1. 38 AUTHORIZE the Chair, Board of Supervisors, to execute a Statement
of Compliance and contract with the State Department of Mental
Health in the amount of $37,456 for the provision of Primary
Intervention programs during the period July 1, 1990 - June 30,
1991; and AUTHORIZE the Health Services Director or his designee
to negotiate and execute a contract with Richmond Unified School
District in the amount of $37,456 to implement said Primary
Intervention programs during the period September 1, 1990 through
June 30, 1991.
LEASES
1. 39 ACCEPT the high bid for an option to' lease a portion of the
Highland Park, Morgan Territory. area, communications site and
authorize the General Services Director to execute the lease
option with the high bidder, PG&E.

1.40 APPROVE and adopt property tax exchange agreement and resolutions
for Southwest No. 109 Boundary Reorganization (LAFC 90-36) , and
for the contemplated future annexations of the Northeast and

Lawrence Road annexation to East Bay Municipal Utility District
(LAFC 90-33) , Danville area.

1.43 APPROVE sale of tax-defaulted properties by sealed bid and public

1.44 AUTHORIZE Redevelopment Agency staff to request rezoning in the
West Pittsburg Redevelopment Project Area to conform to the West
Pittsburg Area General Plan.
1.45 APPROVE contract with Alameda County for joint study on
MBE/WBE/DBE Programs.
1.46 APPROVE the 1991 Head Start application to the Administration of
Children, Youth and Families, and authorize the Director,
Community Services Department, or her designee to execute
application documents.
1.47 AUTHORIZE the Director of Community Development to manage the
preparation of an Environmental Impact Report for the closure of
the hazardous waste unit of the West Contra Costa Sanitary
Landfill for the State Department of Health Services.

Water Committee
WC. 1 REQUESTED Water Committee to meet with the Fish and
Wildlife Subcommittee on wetlands and pertinent wetland
regulatory agencies and legislators, and revise the
wetlands definition accordingly; DIRECTED the Fish and
Wildlife Committee to obtain information on the Union
City wetlands evaluation program, a western states
compact to preserve the Pacific flyway, and financial
methods to accomplish implementation and enforcement;
AUTHORIZED letter to the Department of Water Resources,
commending emergency actions to maintain Sherman Island
levee integrity, and requesting information on levee
rehabilitation and the Delta levee repair prioritization
process; AUTHORIZED letter commending East Bay Municipal
Utility District (EBMUD) on their cooperation with the
Contra Costa Water District (CCWD) on establishment of
an emergency water supply and encouraging EBMUD to
participate in the Los Vaqueros Project; AUTHORIZED a
letter to CCWD urging continued consideration of
partnership options for the Los Vaqueros Reservoir
Project; and ACCEPTED report on Sandmound Slough water
quality.
Environmental Affairs Committee
EA. 1 DETERMINED that the Bay Pointe Landfill site is no
longer a viable planned landfill site; AUTHORIZED
Community Development to inform LAFCO that the Bay
Pointe site is no longer covered by the Board' s landfill
site protection policy; and DIRECTED Community
Development to initiate a General Plan Amendment to
remove the Bay Pointe site from the County General Plan.
