Consider Consent Items: - General - Correspondence - Information Report on 1988 County Employees Charity Campaign. Presentation of annual Award for Excellence to Treasurer-Tax Collector. Presentation of the City of Walnut Creek's donation to the winter shelter program by Mayor Evelyn Munn. Recognition of Pacific Bell for assistance to the County's Emergency Preparedness Program. Presentation by North Richmond Homeowners and Concerned Citizens Association and Neighborhood thanking the Board for supporting the 1988 North Richmond Clean-ups. Consider Determination Items. Consider recommendations of Board Committees. Consider recommendations of Board Members. 11: 00 A.M. T. 1 Presentation by representative of Contra Costa County Employees Association, Local I. Closed Session INTERNAL OPERATIONS COMMITTEE MONDAY, DECEMBER 12, 1988 Room 1.05, County Administration Building FINAL REVISED AGENDA 8:15 A.M. Consider language prepared by. County Counsel adding a voluntary campaign expenditure limit to the County' s Fair Campaign Pledge, and Consider language prepared by County Counsel increasing the campaign contribution limit for individuals from $500 to $750, and Consider any and all other changes to the County' s Election Campaign Ordinance to conform it to Propositions 68 and 73 . 9: 00 A.M. Status reports from Health Services Director, County Counsel and County Administrator on the following referrals relating to the County' s litter control program: 1 . Health Services Director on any responses which have been received from the cities regarding their intent to require permits on waste transporters operating within cities. 2 . Health Services Director on the extent to which he has received responses from firms that were contacted indicating that they. must have a permit in order to transport refuse on County roads . 3 . Health Services Director on any feedback the Solid Waste Commission has received from its letter to cities asking that they each enforce a mandatory Solid Waste Subscription Ordinance. 4 . Health Services Director on any responses he has received to the letter to franchising agencies asking that each franchise agreement contain . a requirement that collectors provide the franchisor with information on non-subscribers. Page 2 5 . Health Services Director on any feedback he has received to the letter calling the attention of franchised collectors to the problem caused by refuse falling off collection vehicles. 6 . Health Services Director on any feedback he has received from the letter to collectors asking for their cooperation in providing names of non-subscribers. 7. Health Services Director on the status of efforts to get non-subscribers to subscribe to collection service as is required by the Mandatory . Subscription Ordinance. 8 . County Administrator on any response which has been received from the Municipal Court Judges Association on the Board' s request that the Court implement a more stringent litter control and enforcement program. 9 . County Counsel on the status of an ordinance requiring as a condition of receiving a land use permit that fast-food restaurants patrol and pick up litter originating from their premises . 10 . County Counsel on plans to franchise solid waste collection in the Discovery Bay and West Pittsburg areas. 9 : 30 A.M. Reports on child care issues, as follows: 1 . County Administrator on final action taken by the Governor on all child care legislation considered by the Legislature during 1988 . 2 . County Administrator on data obtained from the Internal Revenue Service and Franchise Tax Board on costs of implementing proposed federal legislation on child care credit. Page 3 3 . County Administrator on response from Superintendent Honig regarding child care coordinator funding. 4 . Director of Personnel on the status of the implementation of the contract between the County and the Child Care Council for the employee Information & Referral Program. 5 . Report from Director of Personnel on results of survey of County employees for interest in sick child care program and outline of the content of such a program. 6 . Director of Community Development on grant application to the San Francisco Foundation and other foundations. 7 . Director of Community Development on meetings with city recreation directors and Service Areas on feasibility of locating a recreation center somewhere in the County, the proceeds of which would help finance the Child Care Fund. 10: 15 A.M. Report from County Administrator on referrals relating to the Byron Fire Protection District. 10 : 30 A.M. Consider status report from Director of Personnel on the Career Development Program, specifically: 1 . Status of the expansion of the Career Development Program to census tract 3120. 2 . Status of discussions with nonprofit community-based organizations regarding expansion of the Career Development Program. 3 .
