ADOPT Resolution approving Memorandum of Understanding between the County and the Deputy Sheriffs Association for the period July 1, 1987 through June 30, 1989 . 2 . REQUEST County Counsel and Director of Community Development to develop a policy to require members of the Oakley Municipal Advisory Council to complete Financial Disclosure Statements for filing with the Clerk of the Board, as recommended by Supervisor Torlakson. 3 . RATIFY actions of the County Administrator and Executive Director, Office of Emergency Services, in executing a contract with the State of California authorizing use of the National Guard Armory in Concord as a winter shelter for the homeless. 4 . AUTHORIZE allocations of Winter Relief Program funds for the homeless including County match, as recommended by the Federal Emergency Management Administration (FEMA) Local Board.
