The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2.402, including as the Housing Authority and the
Redevelopment Agency.
Persons who wish to address the Board should complete the form
provided for that purpose and furnish a copy of any written state-
ment to the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will
be no separate discussion of these items unless requested by a
member of the Board or a member of the public prior to the time the
Board votes on the motion to adopt .
Persons who wish to speak on matters set for PUBLIC HEARING
will be heard when the Chairwoman calls for comments from those
persons who are in support thereof or in opposition thereto. After
persons have spoken , the hearing is closed and the matter is subject
to discussion and action by the Board. There is no further comment
permitted from the audience unless invited by the Chairwoman.
Committee meetings are held in Room 105, the James P. Kenny
Conference Room , County Administration Building, Martinez.
The Internal Operations Committee (Supervisors T. Torlakson and
T. Powers ) meets on the second and fourth Mondays of the month at 9: 30
A.M.
The Finance Committee (Supervisors S.W. McPeak and R .I . Schroder)
usually meets on the first and third Mondays of the month at 9: 30 A.M. ;
however, the Finance Committee will meet on February 11 , 1985 and
will not meet on February 18, 1985, which is a County holiday.
The Water Committee (Supervisors T. Torlakson and S.W. McPeak}

FINANCE COMMITTEE REPORTS:
FC . 1 Proposed use of Edgar Children's Shelter located at
100 Glacier Drive , Martinez - APPROVED an alternative to
the initial proposal for remodeling of the Shelter for use
as an Emergency Operating Center and space for Sheriff' s
Dispatch, Investigations , Patrol and Communications Report
so that the bulding may continue to be used for children' s
services; AUTHORIZED staff to proceed with design, finance
and other related issues; and also REQUESTED the Welfare
Director to assist in the relocation of the Polywog Child
Care Center , currently a tenant at the Shelter .
FC .2 Household Hazardous Waste Awareness Day - APPROVED
funding up to $20,000 for the Awareness Day Project .
INTERNAL OPERATIONS COMMITTEE REPORT: DESIGNATED two of the consumer
seats on the Mental Health Advisory Board as "Direct Consumer" seats;
APPROVED membership requirements related to these two positions; and
AUTHORIZED the Mental Health Advisory to advertise for , screen, and
nominate to the Internal Operations individuals for consideration
for appointment to the two Direct Consumer seats .
WATER COMMITTEE REPORT: APPROVED recommendations of Water Committee
with respect to supporting AB 348 and opposing AB 259 SB 210 and
SB 233; also AUTHORIZED Chairwoman to execute letter to Senator Maddy
offering suggestions for amendments to his bill (SB 233) proposing a
San Luis Drain Task Force .
EXTRA ITEMS OF INDIVIDUAL BOARD MEMBERS AND STAFF:
X . 1 (Fanden) ADOPTED Resolution No . 85/47 congratulating
Alahambra High School on being named among the top 10 high
schools in the State .
X .2 (McPeak) REQUESTED the County Administrator and the Health
Services Director to design a proposal for the development
of an adequate response system to care for emergency trauma
cases . The Board also requested that input be solicited
from all public and district hospitals in the area on this
proposal as well as to discuss other issues (i .e . , under
utilization of existing hospitals , costs , etc . ) in order to
maximize utilization of existing resources while providing
a high level of emergency and basic health services . A
status report is to be presented to the Board on February
26, 1985.
X .3 (McPeak) REQUESTED the Internal Operations Committee to
review the feasibility for a rotation schedule to allow
female employees use of shower facilities in the Administration
Building.
X .4 (Administrator) APPROVED and ADOPTED property tax exchange
resolutions for the Cunha Subdivision 5313 annexation to
the Oakley Water District (LAFC 85-2) and the Canyon Lakes
Boundary Reorganization (LAFC 84-40-J) .

Costa Transportation Advisory Committee proposed legislation
SB 290 (Senator Foran) which would enact the 1985
Transportation Improvement Act and would provide for an
increase on the gas tax for allocation to cities and counties

appeal to industry and the public to help provide funds for
the repair of the outdoor patio at the Acute Rehabilitation
Unit at County Hospital .
X .24 (Fanden) REQUESTED the County Administrator to design a
program aimed at explaining to city leaders and the general
public the many and varied services the County provides to
all County residents .
X .25 (Torlakson) APPOINTED Jeff Huffacker , Ken Crockett , Jack
Whitner , Joyce Mandesian, Leonard Gerry, Arlene Poelio ,
Enrico Cinquini , Eric Hasseltine and Ken Graunstadt to
serve on the Oakley Infrastructure Finance Program Advisory
Committee .
X .26 (Schroder ) ADJOURNED its meeting in honor of the memory of
Les Sipes , long-time Bay Area newsman.
